I tried all 4 ports, Android and Ubuntu 18.04.1. My PSU provides 2.5A.

Exactly the same setup (HDD + PSU) works well with my Raspberry Pi 2Model B+.

Is an external power is the only solution?

Is there any max_usb_current=1 equivalent?
